In every quantifiable sense, GTA V improves over its spiritual predecessor. Better graphics. Smoother driving controls and more customization options. Bigger world. More characters. Better saving/checkpoints. More features overall.
Still, I like San Andreas just as much if not more. Part of it is nostalgia. Many of us aren't kids anymore. GTA San Andreas came much earlier and had much less competition.
But San Andreas excels in setting, personality and other difficult to quantify aspects. San Andreas FEELS like 1991. The music, the news, the characters, everything. In GTA V, since it had a long development window, it became a 2013 game that talks about political issues from 2009 and has music from all different eras. The story of GTA V is also really inconsistent.
San Andreas felt like a real place. GTA V just feels like a really superb racing game but with a nondescript setting.
